10. Competition Participation Method
10.1 Age Requirements
10.1.1 Marathon event: 20 years old and above (must be 20 years old on January 1, 2026);
10.1.2 Half Marathon event: 18 years old and above (must be 18 years old on January 1, 2026);
10.1.3 Participants aged 65 and above (must be 65 years old on January 1, 2026) must have a participation statement signed by a guardian or legal representative.
10.2 Health Requirements
10.2.1 During the competition, the participant shall be responsible for any personal injury and property loss caused by personal physical condition or other reasons. The organizing committee requires all participants to undergo a physical examination in a hospital above the second-class level within 12 months. The examination mainly includes blood pressure, routine electrocardiogram or 24-hour ambulatory electrocardiogram or exercise treadmill test (any one of the three). If the blood pressure is too high or the electrocardiogram is significantly abnormal (such as marked bradycardia, etc.), a cardiac ultrasound examination is required. Electrocardiogram and cardiac ultrasound cannot replace each other. Please evaluate yourself based on the examination report and confirm that your physical condition can adapt to long-distance running before registering for the competition.
10.2.2 The marathon race is a high-load, high-intensity, long-distance competitive sport and also a high-risk competitive event, which has relatively high requirements for the physical condition of the participants. The participants should be in good health, regularly participate in running exercises or training, and have a foundation for long-term participation in long-distance running exercises. Those with the following physical conditions are prohibited from registering for the competition, otherwise they shall bear all consequences and legal responsibilities:
(1)Patients with congenital heart disease, rheumatic heart disease, myocarditis or other heart diseases.
(2) Patients with hypertension or cerebrovascular diseases.
(3) Patients with coronary artery disease or severe arrhythmia.
(4) Those who feel moderate chest pain during mild activities and have severe coronary artery disease (angina pectoris).
(5) Diabetic patients with too high or too low blood sugar.
(6) Those who have had a cold or abnormal body temperature within two weeks before the competition day.
(7) Those who drink alcohol or have insufficient sleep the night before the competition.
(8) Pregnant women.
(9) Other patients with diseases unsuitable for exercise.
Note: Athletes should be the first responsible person for their own health and strengthen self-assessment of their health conditions. Before the competition, athletes must always be aware of their physical health conditions, especially sudden colds, fevers, viral infections and other diseases before the competition. At the same time, they also need to know their past medical history: a history of coronary heart disease (especially myocardial infarction), a history of hypertension and a family history of sudden death, etc.
10.3 Eligibility Requirements
For athletes registering for the full marathon event, they must upload a certificate of results for 1 full marathon or 2 half marathons within 24 months before the registration deadline, or a completion certificate for the full marathon qualification in Gusto Marathon Qualification Test (requirement: through systematic training, complete non-consecutive running records of 1 full marathon or 2 half marathons on different days on Gusto app).
For athletes registering for the half-marathon event, they must upload a competition result certificate for one half-marathon or two 10-kilometer or longer-distance races within 24 months before the registration deadline, or a half-marathon completion certificate for Gusto Marathon Qualification Test (requirement: with systematic training and two non-consecutive running records of 10 kilometers or longer distance completed on Gusto app on different days)
10.4 Registration Method
10.4.1 Registration Method for Elite Athletes: Elite athletes are divided into international elite athletes and domestic elite athletes. International elite athletes are foreign athletes who meet the event level standards and eligibility requirements, and domestic elite athletes are athletes in the current registered inspection database and inspection database of the National Anti-Doping Agency of China. If elite athletes wish to register for the competition, please send relevant information by email: dongying@gustomail.cn before September 14 for registration. Only after passing the review can they participate in the competition.
10.4.2 Registration method for amateur athletes: Registration for the marathon is limited to 13,000 participants, and registration for the half marathon is limited to 17,000 participants. Once the number of registrants for each event exceeds the registration cap, eligibility to compete will be determined through a two-round lottery. This year’s competition features a performance-based qualification system; please refer to the “Registration Notice” for the qualification standards.
10.4.3 All those other than elite athletes can register as amateur athletes. You can register through the "Gusto" app, the official event website, or the official WeChat public account. For specific registration time and method, please refer to the official "Registration Notice".
10.4.4 Other invited participants, excluding elite athletes, will be invited as needed for this event, including pacemakers, sponsors, and partner media.
10.4.5 athletes not eligible for registration:
World Athletics, Chinese Athletics Association, Yellow River Estuary (Dongying) Marathon Organizing Committee players who will be given a suspension penalty.

The registration fees for the marathon and half marathon include the cost of a single-use timing chip, race apparel, race refreshments, insurance, and other related expenses.
All athletes must register through the pre-registration process, which consists of the following stages: pre-registration, lottery, payment for selected participants, and a secondary lottery. Athletes must complete pre-registration and pass the review before they can participate in the lottery.
10.6 Civilized participation
athletes must participate in the competition in accordance with the civilized competition rules formulated by the organizing committee, and are not allowed to urinate casually or litter garbage such as fruit peels, paper cups, bottles and cans. Smoking (including e-cigarettes) is prohibited throughout the race, and items that may pose safety hazards such as flagpoles and banners are not allowed to be carried; consciously maintain the race track and the public environment along the way.
11. Competition Methods
11.1 Implement in accordance with the latest approved "Athletics Competition and Technical Rules" (2025 Edition) by the Chinese Athletics Association, the "World Athletics Label Road Race Event Rules", the "Chinese Athletics Association Road Race Event Management Documents" and the "Competition Rules" of this competition.
11.2 In accordance with the "Notice of the Chinese Athletics Association on Disabled Athletes Participating in National Marathons and Related Sports Events", disabled athletes who meet the entry conditions are allowed to participate in this competition. Due to the track conditions not allowing, only ordinary wheelchair athletes are accepted for this competition, and racing wheelchair athletes are not accepted.
11.3 All participants must correctly wear the race number cloth during the competition, wear the number cloth on the chest, and do not cover the number cloth with items such as clothes and waist packs. If a participant privately folds, covers, tears, or damages the number cloth, once discovered, the participant will be disqualified from the competition, unable to be checked in and enter the venue, and unable to obtain the race results and finish line items. If a participant privately alters, makes, transfers, or sells the number cloth, they will be punished in accordance with the punishment measures of this competition.
11.4 Starting Zones:
11.4.1 Elite athletes are in the front, and mass athletes are arranged in zones according to their performance (Performance zoning basis: The best performance of the marathon or half marathon projects with the certification level of "Class A Events" held during the period from January 1, 2024 to September 14, 2026 that can be queried by the participating athletes on the Chinese Marathon Information Platform is used as the zoning basis). The distance between each zone is 10 meters, and the participants must start from the assembly area corresponding to the number cloth.
11.4.2 Cross-zone starts are not allowed. If violated, the athlete's results and rankings will be cancelled, and an additional penalty of one-year suspension will be imposed. To protect the participation rights of disabled athletes and the safety of other athletes, ordinary wheelchair athletes must start at the end of the assembly area team.
11.5 Roll call: The roll call time for the marathon is from 06:00 to 07:15 on the race day, and the roll call time for the half marathon is from 06:20 to 07:35 on the race day. Athletes will be checked in and assembled according to the competition events and bib numbers. 15 minutes after the last starting signal, no athlete will be allowed to enter the track to start the race. Participants are advised to arrange their travel time reasonably and arrive at the designated area for check-in at least 60 minutes before the race. Athletes must wear sports-appropriate clothing and are not allowed to carry items unrelated to the competition (such as flags, banners, strollers, etc.) to participate in the race. Those who do not meet the requirements will be disqualified.
11.6 Start: The method of staged assembly and starting with separate shots will be adopted. For specific details, please refer to the "Supplementary Notice to the Competition Regulations" announced by the Organizing Committee before the competition. If a participant starts invalidly, they will not be stopped, and the referee will cancel their results.
11.7 Cut-off Distances and Times
To ensure the safety of participants during the competition and maintain the order of urban road traffic, cut-off times will be set for each section of the race route during the competition, and the road traffic will be closed in a rolling manner within the limited time. If a participant fails to complete the corresponding race distance within the specified cut-off time, they should immediately stop the competition and withdraw from the track, waiting for the organizing committee's sweep bus or taking public transportation to reach the finish line. Otherwise, the athlete will bear the corresponding legal and compensation responsibilities for any accidents caused.(Closing time is calculated from the time the last shot is fired in each event.)

Note: In case of emergencies, the organizing committee may decide to end the race early, and participants must obey the instructions.
11.8 Timing Method
11.8.1 The organizing committee provides induction timing services for all participating athletes. The athletes must wear the bib with an induction timing chip uniformly distributed by the organizing committee correctly on the prominent position of the chest.
11.8.2 The organizing committee sets up a timing carpet in front of each zone. Athletes must enter the venue strictly according to the designated zones. After the starting signal, athletes should pass through the timing carpets of their own zone and the zones in front in sequence, and only when they pass through the starting timing carpet can their results be valid.
11.8.3 Timing induction carpets are set at the starting point, every 5-kilometer point, 21.0975-kilometer point, turning point and finish point for the marathon and half-marathon events. During the race, athletes must pass through all the ground timing induction carpets. If any timing point result is missing, or the time difference between the two timing chips at other timing induction carpets except the starting point is less than 0.1 second, the athlete's result will be verified. If it is found through verification that the athlete has violated the rules, the athlete's competition result will be cancelled.
11.8.4 High-speed electronic timing equipment certified by the Chinese Athletics Association will be set up at the finish line to accurately determine the precise ranking of athletes reaching the finish line.
11.9 The participating athletes who complete the marathon or half-marathon within the closing time can log in to the "Gusto" APP after the race to query their results. Athletes who do not win ranking awards can download and print their own result certificates.
11.10 Luggage storage:
11.10.1 Please go to the designated storage area to deposit personal items. In the morning on the race day, participating athletes can deposit their clothes in the designated area at the starting point according to the number segments. The clothes must be packed in the competition bag issued by the organizing committee, and a small bib with the same number as the athlete's own competition number should be attached to the outside of the competition bag. Please do not put valuables in the bag. In case of damage or loss, the athlete shall bear all the consequences.
11.10.2 The clothes collection area for the half-marathon closes at 12:00, and the clothes collection area for the marathon closes at 14:30. Please make sure to pick up your stored items before this time. If you fail to pick them up after the time limit, you can go to the event organizing committee to pick them up within 5 days after the race (if you need to mail them, the postage shall be borne by the athlete himself). Those who do not pick up their items within the time limit will be treated as unclaimed by the organizing committee. If the storage bag is lost because you did not deposit your clothes at the designated time, place and method specified by the organizing committee, the organizing committee will not be responsible.

11.12 Toilets and Environmental Protection
11.12.1 The organizing committee will set up mobile toilets at the starting point, along the race route and at the finish point.
11.12.2 To protect the environment, participants are not allowed to urinate or defecate anywhere during the competition. They should not litter any wrapping paper, bottles, cans or garbage at will and should try to put them into the trash cans and garbage bags set up by the organizing committee.
11.13 This competition will conduct doping tests on participants in accordance with the relevant regulations of World Athletics and the Chinese Athletics Association. Participating athletes (including retired athletes) must strictly abide by the relevant requirements such as the World Anti-Doping Code and the Anti-Doping Rules issued by the General Administration of Sport of China to participate in the competition. Athletes can log in to the athlete section of the official website of the China Anti-Doping Agency (https://www.chinada.cn/channels/player.html) to view relevant information and learn.
11.14 For specific requirements and arrangements regarding the competition, please read the 《Official Handbook》 carefully.
11.15 Elite Marathon Athletes
11.15.1 Check-in
For the marathon event, elite athletes have a dedicated check-in area and a pre-race warm-up zone. All elite athletes must bring their original identification documents on race day to check in and start from the elite area.
11.15.2 Start Signal and Timing
All elite athletes will start at the first gunshot, and the top three finishers' times are recorded using the gunshot timing system.. If an athlete commits a false start, they will not be stopped; instead, the referee will disqualify them from the race.
11.15.3 Personal Aid Stations
Personal aid stations are set up approximately every 5 km along the course. Elite athletes may submit their personal aid supplies at the designated time and location the day before the race and collect them at the corresponding stations during the race. Detailed arrangements for personal aid stations will be announced at the technical meeting. Selected aid stations along the course will be designated for elite athletes’ personal supplies. These stations will be marked with red tablecloths and monitored by video throughout the race. Only the athlete themselves is permitted to retrieve their personal supplies. Any athlete who takes another athlete’s personal supplies and fails to return them promptly will be disqualified; in serious cases, additional penalties may be imposed after the race.
11.15.4 Competition Attire and Shoes
All elite athletes’ competition attire and accessories must comply with World Athletics’ Marketing and Advertising Regulations, and competition shoes must be listed on the World Athletics shoe list. Athletes who violate this rule will be disqualified.
11.15.5 Technical Meeting
The technical meeting will be held the day before the race. All elite athletes must bring their original identification documents, competition attire, and competition shoes to the technical meeting.
12. Medal Ranks and Award Methods
12.1 Marathon
12.1.1 Medal Ranks: The first to third place for men and women will be determined according to the gun time, and the fourth to eighth place will be determined according to the net time. (A 20% personal income tax will be levied on the prize money). (Unit: US dollars)

12.1.2 Record-breaking prize:
Those who set a new record in the Yellow River Estuary (Dongying) Marathon will be awarded $10,000 each, provided that the men's time is within 2:05:52 (excluding 2:05:52) and the women's time is within 2:18:09 (excluding 2:18:09), and only the first-place finisher will receive the award.

12.3 Others
12.3.1 After the competition, the results will be publicly announced on the official event website within 5 working days, and the publicity period is 10 days. During this period, if an athlete has any objections to the competition results, please contact the event organizing committee and provide true and valid evidence. If it is found that an athlete cheats or violates anti-doping regulations during the competition, the rank and prize money will be cancelled, and the subsequent ranks will not be incremented.
12.3.2 The top three athletes will be presented with trophies, medals and prizes on site respectively.
12.3.3 Chinese marathon athletes who win ranking awards will be paid the equivalent amount of RMB at the exchange rate on the day of the competition.
12.3.4 The prize money will not be distributed on site and will be distributed within 60 days after the publicity without any objections. The prize money of the winning athletes who undergo doping tests will be distributed after the test results are announced and confirmed that there are no doping problems.
12.3.5 All the above prize money will be subject to a 20% individual income tax in accordance with the Individual Income Tax Law of the People's Republic of China, which will be withheld and paid by the organizing committee.
12.3.6 All of the above award recipients must wear athletic shoes that comply with World Athletics regulations during the competition.
12.3.7 According to the latest World Athletics Label Road Race Event Rules, men and women top eight athletes in the marathon event are required to contribute 2% of the prize money as an international elite athlete's contribution to the anti-doping inspection fund, which will be withheld and paid by the event organizing committee.
13. Penalty Measures
13.1 To strengthen the management of competition discipline, the event organizing committee strictly prohibits the private transfer (sale) or acceptance of transfer (purchase) of entry quotas, and prohibits all forms of pace-making, hitchhiking, forgery of bib numbers and the use of non-event bib numbers to enter the race track. Once discovered, the violator will be permanently prohibited from participating in any events organized by the Yellow River Estuary (Dongying) Marathon Organizing Committee. All consequences caused by violations such as pace-making, hitchhiking, and forgery of bib numbers shall be borne by the violator himself/herself. For those who cause economic losses and serious impacts, the organizing committee also reserves the right to pursue legal liability against the violator.
13.2 During the competition, the organizing committee will conduct inspections at the starting point, finishing point and key road points, for video surveillance during the race, if a participating athlete violates the competition rules as follows, the organizing committee will, depending on the severity of the circumstances, respectively cancel the athlete's competition results, and ban the athlete from participating in the Yellow River Estuary (Dongying) Marathon for 1 to 2 years or even for life, and report to the Chinese Athletics Association for additional penalties.
13.2.1 Sign up using false information or have someone else run on behalf of the athlete after signing up;
13.2.2 A participating athlete carries another person's timing chip or a single participating athlete carries more than 2 (including 2) timing chips to participate in the race;
13.2.3 Start the race out of the assigned starting area not in accordance with the specified starting order;
13.2.4 Have a starting violation;
13.2.5 Do not stop the race after the cut-off time or return to the race course after withdrawing from the race;
13.2.6 Do not complete the full distance of the reported event along the specified route, take shortcuts or cut in during the race by means of transportation;
13.2.7 Repeatedly pass through the finish line not in accordance with the specified requirements to receive souvenirs;
13.2.8 A participating athlete does not pass through the finish line with the assigned bib as required;
13.2.9 Receive souvenirs by passing through the finish line privately without completing the full distance;
13.2.10 Forge the bib privately or complete the race in a relay manner by multiple people;
13.2.11 Pass through the finish line with a timing chip except for the one issued by the organizing committee;
13.2.13 Disobey the command of the race staff, interfere with the race, create a disturbance, or engage in fighting;
13.2.13 Exhibit uncivilized behavior (such as urinating in public, littering, etc.);
13.2.14 Other behaviors that violate the competition rules and regulations.
Among them, those who obtaining the participation qualification by using illegal means (including but not limited to transfer, theft, reselling), using a bib other than that of this year's event to participate in the race or having other violations, shall bear all the consequences during the competition. After being verified and confirmed by the organizing committee, such violations will result in a lifetime ban from the Yellow River Estuary (Dongying) Marathon for the relevant personnel. For those with extremely bad circumstances or causing certain negative social impacts, the organizing committee will report to the relevant departments to pursue their legal responsibilities.
14. Insurance
The organizing committee purchases personal accident insurance for all participants and staff during the competition. If the insurance cannot be purchased or becomes invalid due to false information or incomplete filling, the insured person shall bear the responsibility.
Special Note:
14.1 The insurance purchased by the organizing committee is personal accident insurance. Any adverse consequences caused by the insured's underlying diseases or other physical reasons will not be covered by the accident insurance. Therefore, please register for the competition carefully;
14.2 The organizing committee provides free on-site first-aid medical services during the competition, but the medical expenses incurred due to being sent to the hospital for treatment due to emergencies shall be borne by the participants or staff themselves;
14.3 If a participant suffers personal injury or death due to taking stimulants or other prohibited drugs during the competition, all responsibilities shall be borne by the participant himself;
14.4 To ensure the safety of the participants' lives, the race referees, medical staff, and other staff authorized by the organizing committee shall have the right to terminate the competition qualification of participants who are clearly unable to continue the competition.
14.5 The insured age of this insurance plan is from 5 to 80 years old, based on the actual age in full years at the time of the insurance policy taking effect. For insured persons aged 70 to 80, the insurance amounts for "accidental death and disability protection" and "sudden death protection" are half of the amounts stated in the policy, the insurance premium remains unchanged.
15. Assumption of Risk
The Civil Code of the People's Republic of China establishes the "Assumption of Risk" clause in cultural and sports activities. Article 1176 of it stipulates that for a person who voluntarily participates in a cultural or sports activity with certain risks and is damaged by the actions of other participants, the victim shall not request other participants to bear tort liability, unless the other participants have intentional or gross negligence in causing the damage; the liability of the activity organizer shall be governed by the provisions on safety guarantee liability.
16.Event Circuit Breaker Mechanism
In the event of natural disasters, accidents, public health emergencies, public safety incidents, or other circumstances that may render it impossible to continue the event, the Organizing Committee will, out of consideration for the safety of all participants, make decisions—depending on the specific circumstances—to temporarily alter the race route, postpone the race, terminate the race early, or even cancel the race. Regardless of the decision made, participants must comply with the Organizing Committee’s arrangements.
17. Medical Rescue
17.1 Fixed medical points and emergency vehicle points are set at the starting point, along the race course (starting from 2.5 kilometers), and the finish point of the competition.
17.2 Mobile AED medical rescue service staff are equipped along the race course.
17.3 Along the running route of the athletes, the organizing committee will arrange first-aid runners and medical service volunteers to assist in medical rescue and maintain the race order. Athletes can request help from them at any time. During the race, the person in charge of the medical support department has the right to give instructions to terminate the race of an athlete and collect their bib number according to the athlete's physical condition; if an athlete does not follow the advice of the on-site medical staff and insists on participating, all consequences and responsibilities arising therefrom shall be borne by the athlete himself/herself. If an athlete loses consciousness, the organizing committee's first-aid volunteers will be automatically entrusted to take all means for first aid, including but not limited to CPR cardiopulmonary resuscitation, AED defibrillation, and renting vehicles or aircraft for rapid transportation.
18. Technical Representatives, Technical Officials and Referees
18.1 The Chinese Athletics Association will assign organizing representatives, technical representatives and technical officials to the race.
18.2 Other referees will be selected by the Shandong Athletics Association and the Competition Department of the organizing committee.
